Does Apexi N1 Muffler have Water Drain Hole?

I purchased my '97 GS-T with an Apexi Downpipe and Apexi N-1 Catback system already installed. Just yesterday when idling my eclipse after it's spring cleaning I noticed black water draining out of the back of the muffler. I got underneath with a mirro and noticed a small slit maybe 2mmx 10mm located at the rear bottom and it seemed to be a clean cut, as if it were purposely put there in design to drain water (i'm assuming since the muffler is cocked upwards and can get rain in it)......or is it rusted through??? If it is I could probably patch it because it seems to be thick healthy metal on all sides of it....but if it's a drain hole I don't want to screw things up by plugging it. Thanks ahead of time!!!
