Do i Have a Blown Turbo?

I recently did a head gasket change along with replacing my timing belt because i thaught i had a blown head gasket. I started my car and it idles at 2k rpms and wont boost and it stays in vacuum at 20. I was wondering what are some other sypmtoms of a blown turbo?
 
Pull the intake hose off of the compressor side of the turbo. Spin the blades, and try to pull back and forth on the shaft. If it spins freely and there is no shaft play, your turbo is fine.
 
That is not entirely true as the exahst side can snap off the shaft without any other side effects besides what he has described ( except the idle should not be changed by this)

There are other reasons for the no boost but if I were you I would at least pop the turbo off the manifold spin the intake side while looking inside the turbo from the top and see if the ex side is spinning too.

Its just 4 14mm bolts ( 3 and stud if stock)
