How to know if it is broken?
Can we use a lower resistance?

It's a capacitor usually around 0.5 micro-farads, not a resistor. To test you'd have to have a capacitance meter (don't use an ohmmeter or you'll get bogus readings) but it's so cheap it's easier to just buy a new one if you think it's bad.

Is it okay to use a lower capacitor? Like .25 uf or .27uf
