Discoloration in block?

I had a shop build my 2.3 stroker. I has them send me a pic of the inside of the motor. Crank and rods etc. On the top part of the block looking from underneath. you can see discoloration at the top of the block. Is this cause for concern. It appears to be rust. They are a respected shop they say it is fine. I just wanted to know an opinion. They say the discoloration is not flakey rust. That it occurs in other in all of them but that it will do nothing to the motor.
 
i might be some surface rust, happens when the iron block sits in the oppen without oil on it. the mousture in the air does it. they should clean it all off with hone before the put it all together.
 
Rust can/will happen within minutes on a cast iron block...doing a head gasket swap, I made the mistake of not lubing up the cylinder walls before heading out for the night (finish in morning) and there was enough surface rust on there to make me kick my ass LOL.

They already have it assembled and the cylinder walls are fine. They lubricated them but inside the block itself on the top part of the motor is like that in one spot. I asked him about it he said it is fine no problem just discoloration.
