Decent Idle Surge, ISC motor

My guess is the ISC motor is the culprit here. Starting the car up it idles pretty high for a second then drops to normal (750-800) I put it in any gear (manual) and move it any distance, once I shift into neutral, the rpms hit from 1000-1500 and so forth. Does it a couple times, my guess is the ISC is blown, but what else could I do a search for?

Sounds like an ISC to me. Does it do it all the time, or just until it's warmed up? I've found another thing to go bad is the FIAV, which actually makes my car surge until it's warm. Another posibility is to check for air leaks before the intake manifold. It could possibly be worn out shaft seals, in the TB, or even blown or not properly sealing gaskets.
