1G Dead battery

I have 1991 eagle talon ,auto,Awd turbo can’t open hood for item 1
1) can you shift from park to neutral with a dead battery?
2) can you hook up a 2 amp trickle charger thru cig. Lighter without damaging the receipt.

Yes u can shift to neutral. Just hold the break and put car in neutral.

Ive never used one of those chargers myself. Call me old school and just put the battery on a proper battery charger.

Can not lift hood when parked in tiny garage space ,hence the question of a future possible dead battery
