Dash cluster and taillights work with remote lock only

Hey guys i have a 99 rs Eclipse that has problems with the dash cluster and the taillights. They're extremely dim and u can't control wither one of them even with the dimmer rheostat. I have been able to see the lights working fine with my viper 5704 system when I lock or unlock the car and when I turn on the autostart. I've replaced the taillight relay thinking that it could've been the problem with no luck. Please help my turn signals and my brake lights work fine, it's just the parking light.

It sounds like your alarm system may be wired to the wrong wire especially after you said that when you unlock the car and they flash bright. I would take it back to who ever installed the arm system.
