Ya but I don't think every engine has a dampened pulley on it. The engines must either be balanced different or just plain better.

These don't have anything to do with engine balance, and everything to do with harmonics due to twisting of the crankshaft everytime a cylinder fires. Only engines that wouldn't need a dampened pulley are ones that have a short crankshaft that is made of a material that isn't "hard".
