Couple Questions After Rebuilt

OK I just got my 91 gsx running again after sitting three months because the oil filter came loose on me on the highway. Anyway i got everything put together and still have some issues. Everything about the motor is stock other then the BSR kit.

#1 I have a very high idel around like 1800 when at a stand still
#2 I never had brakes work right on this car since i got it. I thought is was the master but i bought a new one and no luck i still have to push the pedal twice to get any brake
#3 My vacuum is messed up i have greddy boost control and when i hit the gas the vacuum stays just about when it is give or take. I can get up to about 30-35 mph that was with the test run but the gauge and the boost controller gauge doesn't seem to come out of the negative
#4 With the greddy boost controller i don't have a vac line coming of the air can thats not a problem but might be my answer to #3 you know? I have a 16g brand new i have one line coming out of the boost control solo onto the waste gate and the other one into the j-pipe but like i said before none into the air can is that right? Now guys i know i should search a little harder before asking but come on help a dsm'er out
