use and ohm meter to find the to pins that have continuity and hook a pwr and gnd to the terminals and see if it clicks once it clicks/ if it clicks check the otehr two terminals for continuity if you get that then start testing for pwr where it plugs in you should have power at 2 terminals. one for pwr for the coil side of the relay and one for power to the fans
 
get car to normal operating temp and test the wires going to the fan. if you have power the fan motor is bad or a bad connection at the plug. if you get no power then the relay or fuse is bad or a wiring problem between relay and fan.
