Cooling Fans acting weird?

1998 Eclipse Spyder GS Automatic NON Turbo

I've been having cooling issues since i got my car back from a short wire incident...thing is, the car never got this hot. I noticed my fans weren't kicking on so i switched the ECT (Engine coolant temp sensor) After that, the fan kicks on but only when the temp gauge gets up to about 3/4's hot. Thats way too hot for the fans to kick on correct? Shouldn't normal fan (low) kick on before it even gets that high?

So i checked the relays for all 4 replacing them with my fog light one...after switching them with the known working fog light one, they all seem to work ok. (Hi speed and Lo speed relays) meaning they all made fog light come on :p

I then thought, maybe its the Thermostat since i know its never been changed...i changed that out and bled the system, fan turns on only when it got to almost 3/4 again...(during bleeding process) So now im like wtf...i have to keep the fan speed (button on the dash) setting to 1 (lowest setting) and on hot so the car doesn't overheat on me...

I noticed something today driving home that was interesting. I'm not sure if this is how it should work, but i have a feeling it is not. The fans seem to come on and off like they should at the 1 low setting speed...when i turn it off, no fans come on. When i set it to full blast, same speed. Also, with the setting on full hot, the center vents blow cool and the sides blow hot...Its 90 degrees + and humid as hell outside and it feels like the center vents are blowing A/C...wtf right? I look underneath the car, and sure as hell, there's water dripping as if the compressor is on and i am using the A/C...the A/C button is NOT on (pressed in and lit) and no defrost button is pressed either...

Is this supposed to happen? Fans work normal and car stays cool (doesn't move up or down at temp gauge) at speed 1-4 (idling or driving). The guy was checking the fan and did cut the wire loom where it feeds the wires to the fuse box...maybe he rewired a few wires wrong there for it not to switch on correctly?

luv3rally please help too since i've been reading and researching every dsmtuner/talk forums and it seems you know the most about this fan issue LOL.

I'm not familiar with the way the HVAC controls appear on the Spider (2.4L I assume with stock 4 wire fans correct, I need to know?) but on the regular Eclipse, the air position dial turns the AC on when it's in the last 2 clockwise positions and the blower is on (to any speed) whether the AC button is pressed or not (AC light comes on only when the AC button is pressed even though the AC is on in this case). This is for defrosting windows.

Also when people say fans they mean the engine cooling fans behind the radiator. You start off sounding like that but in your 5th and 6th paragraphs it sounds like your talking about the blower fans (in the car) [" When i set it to full blast.." and "...at speed 1-4 (idling or driving)"]. So I'm confused - please clarify.

Also to test, it sounds like you put each fan relay in the fog light relay's slot "they all made fog light come on" yet you also said "all 4 replacing them with my fog light one" which is just the opposite. So which is it?

I meant went i set it to speeds 1-4 the fans work as they should, turning on and off while keeping the temp gauge right where it should be the whole time

So which is it? I took all the Radiator fan relays the Condensor Fan Hi/Lo and the Passenger side fan Hi/Lo and put them in the fog light relay position to test the relays. When i saw the fog lights come on, i assumed all the relays were working accordingly.

The car had a short in it that kept killing the car when i'd drive it a few feet. It ended up being a short somewhere else, but he cut the loom where the fan wires run along the radiator to the huge harness of wires by the fuse box to check for a grounded wire there also...i wonder if maybe he cut a wire and spliced/rewired them to a different colored wire thus the passenger side fan isn't working correctly anymore?
