cold start idling problem

Just bought a 1990 Laser RS N/T and i have a slight problem. The problem is that when i start the car ,on a cold start, it idles ( surges ) up and down (withing a 2000 rpm range) for about 5-10 minutes, and sometimes it will stall; however, after the car is warm it idles constant at 600 rpm, and the car runs perfectly, without no performance loss. The cams have been changed in the car, and i am wondering if the ecu is in need of reprogramming.
