car wont start has spark and fuel to rail

i just rebuilt my motor bored .020 over ross pistons eagle rods new crank etc. We put the motor back in and it wont start no injector pulse, verified with a noid light. ecu appears to be in good shape, every thing is hooked up right. has anyone heard of the "injector relay" going bad its the 9 prong relay that is located next to the ecu? i did the bench test according to the haynes manual and did not get 12 volts across the #4 to #5 prong is this what is causing my problem? if someone could help me asap that would be awesome i just want to drive the car and its starting to bug me. thanks

Is the plug in you cas on tight? That relay is the MPI relay possible try swapping with a buddy? Would be weird for it to go by just changing a couple of things unless you left the battery hooked up. Also check fuses under the hood make sure you check the MPI Relay Fuse.

Just a thought but have you double checked the CAS they can be rotated 180* out. You will still notice spark/fuel jsut not in the correct time to make it start and run

got a new relay and after 30 min of messing with it got the car to start yesterday. drove it 90 miles and parked it, only to come out later and find that the starter went. replaced the starter and now it wont start again. when i first start to crank it it will sputter as if it wants to start then it will just crank. if i let it sit for 5 or 10 min it will almost start as soon as i turn the key then it will just crank and not fire. any ideas?

got it running its all fixed now there was a break in the wire fir the coolant temp sensor
