car wont boost

i have a 2g with a 6 bolt motor in it and i have the SCM-6152E (ONE BAD TURBO with a stage 5 turbine wheel) with a 38mm external wastegate on it and i can hit 6k and the car wont hit boost does any 1 know what i can do or what vacum lines need to be connected to make boost. is any 1 from the md,va and dc area that can help me

Do you have the lines running to the wastegate hooked up correctly? It could be stuck open making all the exhaust gasses exit through the wastegate instead of going through the turbine housing to spin the wheel.
