Car Stutters/bad idle. BOV? Boost Leak?

Here is what's going on.

I can adjust my idle via the BISS screw, but when I lower it to about 1k RPM the car will eventually die. To avoid this I have my idle set at about 1600 where it bounces back and forth between that and 1900. Is it possible a boost leak? Or is my BOV bad, because I get a slight whistle, but am not sure where it's coming from. The car also stumbles at low speeds, despite new plugs and wires. Please let me know, what it could be, I'm trying to get ahold of a member who lives near me, "Tom Sawyer" to see if he can help me out, but have been unable to do so. Thanks in advance.
 
sounds to me like a vaccume leak. i read up on posts in here and thats what it sounds like to me. check all your hoses and make sure your tightened down all the way and connected.
