My 96 tsi just had a built engine installed only 8oo miles on engine and it'll randomly looses power hit gas no power but the car stays on until I turn it off then it'll take 15-20 min to start again????????

Does it bog down when you step on the accelerator or does it literally do nothing. Could be one of your sensors on the TB. How was it running when you first installed the built motor?
 
Try to check the power transistor, its a small black module between the fuel injectors and VC its kinda hard to see as it goes in and only can see the plug on a small bracket on the intake manifold. My Spyder did this and I loaded up on power transistors spear parts.. like 6x of them:D
