General Can't ground 1G ECU case!

hi, having an odd problem, I have done a bit of searching but cant find what im looking for.

I have a 1990 federal e742 ecu, Socketed, Running Tunerpro rt, with an ostrich. I have the pins switched to run it in a 93, The car runs great. The problem is when i ground the ecu case, the engine will not accelerate past 1500 rpm,Almost like rev limiter. The entire time i have been using this ecu, I have had it on the passenger side floor, I tried to mount it where it belongs and the above mentioned problem occurs.

I also had a problem logging when i first got the ecu,(mmcd) I had to jump 2 of the wires at the aldl to get it to work properly, If i didnt, the logger would jump around and all the values would flash. I tried the ecu mounted with the jumper disconnected, To no avail.

If anyone has any input i would love to hear it.

Almost sounds like the ECU board it self is touching the Case and causing some problems, I would just do a quick check and and open it and make sure nothing it doing just that.

I have ran my stock ecu and my socketed 95 ecu on the floor and mounted and never had any issues. I am sure there is more going on here with your ecu then just its mounting point.
