Can you get idle surge from no fuel upgrades?

Ok to rephrase the question i have an evo III turbo on a jdm evo III motor with the stock injectors and stock fuel pump,and no tune done to the car yet because the motor only has 800 miles on it. Could this be the reason for my idle surge? Boost leak test comes back good i was told if you get idle surge at start up it might be the tps? I was thinking maybe it could be because i have an upgraded turbo with stock fuel and no tune. BTW im on stock 9psi.
 
Ok i just got pm'd from someone that said to check my coolant because no coolant has caused idle surge. Anyone heard of this being true. My coolant looks good except for my coolant overflow tank, that one is empty. im gonna fill it back up today but i dont see how that would have anything to do with idle surge?
 
Thats how my car idles but with a little bit of a surge. Im still trying to figure this one out. Im wanting to try to test my isc but cant find anything in the search that tells you how to check to see if its gone bad. they only talk about testing the tps.
 
Boost leaks are the most common cause of a low idle, or a surge. Even the smallest pinhole. I had a nasty idle surge, so I redid my exhaust, did the free mods, wired in a 2g maf, replaced the plugs and wires, bolcked the egr and replaced the iac and the tps. When I started the car again the idle surge had been eliminated but I now had an extremely low idle that I think was due to a boost leak. I have since strapped on a frontmount with all hard piping and switched to a 3" gmmaf and maft. Just a few more odds and ends (ive run out of money once again) then I can start it and see where I'm at. I will let you know asap.
 
I agree with the guy above. Also i had a similar problem on my 1g i had. Replaced the pcv valve and thermostat at the same time and that solved my problem. Don't know if it will work for you though. It's cheap so why not try it out.
