CAN SOMEONE PLEASE TELL ME WHAT THIS IS? (With Pics)

Ok, today I went to take my car for a safety inspection, and one thing they found wrong on the car was "both rear hoses broken". I wasn't really sure what they were talkign about. The mechanic pointed to these two small rubber hoses close to the bumper, on both the right and left sides. The hoses stuck out maybe about 3 or 4 inches, and I could slide them up and down. I took these pics of one of the hoses, maybe someone can help me out in determining what these hoses are for? Excuse the poor quality... I picked up this digital camera for $15.

Well, I guess you can't really expect much more than that. I'd still like to know what he could have possibly thought those went to that would have failed an inspection, though.

At least no one caught fire.
