Can a turbo be bad even with no shaft play and no bent fins?

Okay, I'm also not blowing smoke. The fins are fine. The turbo housing is fine. The oil/coolant lines are fine. There is no shaft play.

Can the turbo still be bad somehow?
 
Tell what the problem is, then we can help out a little more. Have you ever checked for boost leaks? If not dont ask anything else untill you check that.

Also what year is the car, along with mods. If its a 1g with a stock manny and stock turbo, check the underside of the exhaust manny for a crack. The flapper in the turbo likes to crack too. That should give you a few things to check.
 
Yes yes.. don't be shy, tell us what the problem is. ROFL Did you make sure the actuator arm didn't pop off and the flapper is closed all the way?
