Never cut off more than 50%.
You cut them to increase suspension travel (that you have reduced by lowering the car). When the car is lowered, you obviously reduce travel room. Since you've reduced the travel, you will hit (bottom out) the dampers ("bump stops") much easier/more often over big bumps/potholes.
Dampers (bump stops) are needed to prevent metal against metal contact.
Cut off about 1/3 or 1/4. If you still bottom out, cut to 1/2. You should mark the damper at 1/4, 1/3 and 1/2 for later reference.
