Builds boost while free revving? Video included

Hi guys, Ive had this problem with my car. Video says it all but just to give a little incite, at 3k it will be 5 psi, 4k, 10psi, and 5k it will be at 15psi. It feels like its being held back. It will buck in first gear at WOT.
Things I've done already:
BLT. Held at 20psi.
Compression test- 165,160,160,160.
New Plug Wires
Fairly new plugs- NGK bpr7es
when I pulled them, they looked great.
fuel filter is good.
fuel pump is good.
Injectors are good.

I don't know what to do next. I used to have a wideband, dsmlink but sold it and went back to stock because i was planning on parting it out.

Are you sure its not just a bad gauge? Are you sure its actually building pressure? Im on my phone and I cant hear the turbo spooling or the bov releasing

Ive used two different gauges and still the same. Also, the bov has never made a psh sound either since its been like this. Ive used several bov's also. same response. The turbo has 1k miles on it, no play.

14b builds hella boost at free rev IDK how much, but enough to get a BOV nice and loud easy, even with small jabs.
20g builds A decent amount. at 4k If I hold it, It will start at ~4psi and go up to maybe ~8psi max if held long enough

IDK what a FP red does, I haven't tried to show off or launch it yet.

I heard the turbo winding down. You could always pop the hood and rev it by hand and feel the bov...
