Broken Bolts on Front Quarter Panels

The 2 bottom bolts for the front quarter panels are snapped off. The bolt is still in there, but the heads snapped off. I do have a Oxy/Acy torch, drill w/bits. I do not have a bolt extractor set. I'm looking for a set that holds up. Throw some ideas ideas/suggestions my way. I'm sure most of you know exactly what bolts I'm talking about. Thanks again for the help, Josh
 
Are you talking the ones that connect up to the bumper to the fender or the bolts that hold on the splash shields?
 
Go buy a extractor set. That is the best and most effective way to remove them without destroying the hole it's in.
