bov sound when revving

Ok I think I'm missing something. My friend just bought a srt-4 and whenever he revs up his motor in neutral the bov still whistles. How does his car do that without spooling up the turbo?
 
Those neons are some odd cars. I just wondered why it sounded so different. My friends runs like crap so the previous owner probably did some stupid junk to it to make it sound the way it does and drive awful at the same time.
 
a buddy of mine has an srt with an aftermarket bov that releases with no effort.. i was told it was because he has a bleeder valve? idk if that may be a cause as well...
 
The cool thing (as it were [or not .. keep reading]) is how the turbo can sit there heating the air more and more without any chance of cooling when the CBV is open. /snark That's why that's a crazy design. You want the air to go through the IC before being recirculated back to the turbo. Maybe the SRT-4's design helps with spool relative to a standard set-up, but yag on the preheated intake charge.

On the other hand, the external wastegate that is integrated into a cast manifold is kind of sweet.
 
It doesn't matter if the car is in gear or not. Pressing on the gas creates exhaust spooling the turbo creating pressure, which the BOV then releases.
