When I added a bov it made my boost peak at 15psi and then I reached fuel cut. How is this possible when the car has no mods?

The new BOV probably just doesn't leak at anything over 12lbs like the stock one. First check for new boost leaks. That will cause your problem too. If it persists, just hook the wastegate directly to the nipple under the compressor inlet and run the 9-10psi wastegate pressure.
