Let's say I tune my car @ 16 psi and I wanna turn the boost up after that tune to 24 psi. Does the ecu see the increase and compensate or do I have to retune.

Are you asking if you can just turn the boost up without changing anything :confused:

The idea is to get your AFPR where you want it throughout the RPM range and set your boost to whatever level your system is designed to handle. Making sure you are not seeing knock.
 
Assuming you have the proper supporting mods, yes the ECU can compensate. That's the point of the MAF sensor. Incoming air is measured so an appropriate amount of fuel is injected. It will likely need some adjustment to get the perfect A/F ratio, but you should be in the ballpark.
 
anytime you increase the boost your going to have to adjust the fuel to compensate for the extra air you are pulling in . if you have a wide band you will see the change . best thing to do is keep the boost at a setting that you can run safely without blowing your engine. outside temp also effects your air fuel ratio. when its colder you might have to change your settings to compensate for the extra air. you always have to monitor your wide band and keep it at 11.5
