boost level is weird.

my car is only running 11 psi of boost, is that right because from all the stuff i`ve read it should be around 13 to14 psi.
in first gear it will go to 12 psi but in 2,3,4,5, it is at 11psi what`s up?
all i`ve done is a open element filter,cat straight piped and a turbo xs bov.

also i forgot to say the top line on my stock bcs is not connected to any thing should it be?

yes, if i remember right it should be hooked up to the intake pipe
