I have been having a boost leak problem over 12 psi for awhile now. I have tried the tester on the turbo inlet, the LICP and the throttle body elbow and cant build pressure past 12 psi. I also checked my pcv valve it is fine, the leak can be heard from the oil cap when off and the dipstick tube

I have searched and cannot find the solution
 
Testing at the TB elbow while PCV is disconnected, crankcase leaks can only be caused by valve seals/guide or worn out piston rings.

my valve guides/ piston rings can still be worn even though my compression is within specs?

Valve seals/guides are not part of the combustion chamber and have nothing to do with sealing valves against combustion chambers, instead it seals the valve stem on top of intake and exhaust ports where valve stem slides up and down in the valve guide, its function is to prevent oil leaks out of the crankcase and intake/exhaust pressure leaks into the crankcase.
