boost guage reading at WOT...

Ok, so i recently got a Profec B boost controller installed with a boost guage hooked up in there. My guage is reading 20 psi at WOT with this t25. How's that possible. The guage is hooked up correctly. Right not i'm by-passing my boost controller and i have a hose connecting directly from the wastegate actuator to the turbo. It was reading the same before when i had the profec b rigged up. Why's this happening? Shouldn't my guage be reading 12 psi at stock WOT? I'm currently waiting for a replacement wastegate actuator to see if it's just malfunctioning. Anyone have ideas?

Throttle position doesn't determine boost levels. Engine load does. Once into boost, more load = more boost.

So again, my question is why am i reading 20 psi then with a t25. How's that possible? Shouldn't it be reading 12 psi?
