I'm assuming this is either a boost leak or bad turbo?

If you are assuming it's a boost leak or a bad turbo what are you looking for us to tell you? If you ever experience a loss in boost, a boost leak test is mandatory. And you shouldn't continue until you have performed one.

would it be cheaper to rebuild a turbo or buy a new (well used but still good) one.

If you still have a 14b than upgrade to the 16g, if you already have a 16g than rebuild it.

i got an auto so i got the 13g i think. After I get all my problems resolved I was going to get a evoIII 16g probably brand new, unless I can find a good used one.

Could be a pre turbo exhaust leak. Causes very low boost issues. Seafoam will show you where your exhaust leaks are.

If it is still stock with the boost control solenoid then that can be normal. 7-11 psi is stock depending on conditions. The ecu will pull timing and boost if it detects knock so 7 may be all the ecu wants to give you. Boost leak check is still a good idea though just to rule it out.

Well I got 10 psi today, I think my car is just messing with me:( My car is bone stock, and if anything its below stock right now. I have been dumping money into my car and got most main thinks done, all then fluid are changed, all new belts and timing components, plugs wires ect. I spent a pretty penny. I still get pooled oil in my valve cover by the spark plugs, and i run rich, so I'm pretty sure I'm leaking boost. The car stutters to, and it surges in park and neutral. So many problems. So little money.
