Boost Creep....PLEASE HELP

i have a 98 GSX...the first time i had boost creep was when i put my intake pipe in, so i bought a manual boost controller and that solved the problem...then i installed a big16g, and im back to the same problem... it holds at 15 psi and then will hit this point in RPMs at about 5 grand and it just takes off towards 20 psi, so i let off the gas...happens in every gear...so i buy a new o2 housing with external dump, still have the same problem...please help me, any suggestions?

here are some ideas that i have talked about with the guys at the speed shop...

(1) a boost leak maybe
(2) greddy bov might be too tight?
(3) the hose connecting to my intake is pinched a little maybe not allowing enough air flow
(4) boost controller is messed up

(1) a boost leak maybe - check for leaks, this is possible

(2) greddy bov might be too tight? - Wouldn't cause boost creep

(3) the hose connecting to my intake is pinched a little maybe not allowing enough air flow - the bov vaccum line? shouldn't matter for boost creep

(4) boost controller is messed up - Try taking the boost controller off completely and running off the wastegate spring
