Boost controller not working

Just as the title says. I can adjust my boost controller any way and boost still shoots up past 20 psi. Even if I turn it all the way down. It's a Joe P. EMBC. I know it's doing what it's supposed to because the motor in the boost controller is functioning fine. I took it apart to check. What else could make my boost just shoot sky high like i have no controller?

Just some random ideas:

It's not connected to a manifold pressure hose.
It's installed backwards.
The ball valve is stuck.
The Wastegate Actuator is broken.
The MBC isn't connected to the WGA.
The hoses are blocked.

Well, all the hoses are connected. The Tial wastegate hasn't moved since it was put on this manifold. I took the EMBC apart and removed the ball bearings and the spring, just to make sure they were moving.
The only time recently that I messed with anything having to do with the boost controller was the other day when i took one vacuum hose off so i could shorten it. I took it off, cut it, and put it back on.

I'd start by applying compressed air to the inlet side of the MBC starting at below the pressure you want the wastegate to open and work your way up watching to see when the MBC opens or if it opens. Depending on what you find go from there. I don't know enough about the Tial to know if you can see it open while your testing. It's not a complex system so you can test each part and eliminate the possibilities.
