Here is a pic of the inlet and outlet for you.

Inlet goes to the T you have to make in the vacuum line between the intake manifold and blow off valve. Outlet goes to the nipple on the wastegate actuator.

If you check those things and still have problems, it could be that your actuator spring is very light (10psi of pressure opens the wastegate without being pushed open). You might should pull the cotter pin on the wastegate and try pulling it by hand, see how much force it takes.

well i had the same turbo and controller on my 1990 car and it worked and i had it turned up to 16 for a while

Well, then:

A) You have a boost leak
B) You have a exhaust leak
C) Your turbo is on it's way out

Take your pick... It can only be one of those if you know the turbo WAS good, and that the connections are all right.

well looking at it it spools later than b4 my car is smoking alot white mostly what are the signs of a turbo that is going out?

People would post a little more if you'd bother to do what we've already suggested. Have you bothered with a leak test yet? The smoke could be indicative of leaky turbo bearings, leaky valve seals, or a leaky headgasket for starters.
