I have boost spike to 25 psi and it finally settles at 22 at redline. I have checked my wastegate actuator arm and it moves freely when pressure is applied. I also disconnected my Hallman pro boost controller vacuum line and hooked it straight into my wastegate and it held a constant 10 psi to redline. Does this mean my boost controller is bad or just a combo of me needing to get an external wastegate and a new boost controller.
 
Spikes are normal... it's because your turbo is forcing alot of air and it takes the boost controller a second to regulate. I spike to a couple psi above what I settle at also. You can try tweaking the mbc a tiny bit in both directions and try and level it out.
 
^^ I agree. The faster the turbo spools = the more chance of a boost spike. Shortening the line from the MBC to boost source helps mitegate this somewhat as you've proven when removing the MBC altogether.

A couple psi spike on an internal gate is not unusual.
 
I'd like to try and keep it about 20 psi though no higher, would an external wastegate solve this problem.
