Blown turrbo? Or blown valve seals? Need help

Hello everyone so I just finished swapping the transmission on this 98 eagle talon tsi thought I bought from some kids 3 weeks ago and turned on and a bunch of oil smoke all over and noticed the turbo was dumping lots of oil onto the exhaust piping so my question is is this a blown turbo or bad valve seals?
 
you will need to remove the exhaust manifold and check for oil in the manifold and oil in the head. you can also just let the car get to operating temperature and then remove the spark plug and if its covered in oil you know its the valve stem seals. when my valve stem seals were bad and I removed the plug smoke also came out of the cylinder where I removed the plug since it was still hot

heres a reference to show you what oil buildup in the head looks like. the middle cylinders are coated in oil
