Blown turbo???

Just rebuilt the head. Ported the intake and exhaust ports. And just rebuilt bottom end because I threw a rod through the block in the last one. My question is, my car runs and idles perfect. But when decelerating white smoke comes out the exhaust. And starting again from a stop leaves a large cloud of white smoke behind me. It's burning oil somewhere because the smoke smells like it. My turbo had a little shaft play in and out, and a good amount side to side. And at full boost (8 psi) I hear a whining from the turbo. Also my car is a dog after 3500 rpm... Used to pull like crazy but now it's just like "well... Is that it?" could it be the turbo?

Also the valves are all seated right and the head gasket is brand new. And compression is 155 psi on all cylinders.
 
Ever heard of the turbo death cry? If you have alot of shaft play back and forth, that is NEVER good. Check for grooves on the inside of the housing from the blades scraping. If its scored or has alot of play I think a rebuild or new turbo would be necessary.:| Doesn't white smoke mean coolant? Are you sure your coolant isnt mixing? Check your dipstick and see of your oil looks kinda like chocolate milk or creamy looking. You could have a new HG but if its not torqued right you might still be mixing....
 
Are you using the same turbo that was on the engine that blew? If so, the turbo's oiling system was full of metal from the previous engine, and the fact that you used it without rebuilding it is what led to it's demise.
