While driving, my car will bog down, I mean I can feel a power loss, the exhaust will sound deeper and popping almost as if it was underwater. Also the boost will only go to about 9lbs. But if I play with it, rev it up, drop the revs, shift through a few gears, it will go away, for the time being. Any ideas? Thanks for the help.
 
First thing that comes to mind is check the turbo. Pull the intake off and check for shaft play, esp in and out. Just before 2 of my old turbos went out it gave some similar signs. Acted as if it didnt want to boost and if I let off the gas and back on it would boost. You can also check your plugs/wires may be a ignition problem as well.
 
Boost leak test first, if problem persists after you fixed all leaks and able to pressurize the intake up to 20psi, come back for more.
