Before blowing money, NEED HELP

Just got a 93 AWD Talon, 100k, haven't done anything except knN, the guy before me wired the fan to stay on all the time...no powersteering. I drove it from ohio to newyork, it ran rough in the low RPMs and didn't have a ton of power...but it had alright amount. Used cruise control quite a bit and when i stopped one time, it experienced a loss of power in every gear, almost to the point beyond drivable. No matter what it idles fine...starts fine, sometimes takes 2 tries...ngk iridiums (he did it not me) i just need some suggestions...i will check compression, ignition timing and i want to get that fan wired to stock...any other possibilties?

the vacuum reads around 12-15...and 21-22 when off the throttle. the idle vacuum is a little low but...just want some suggestions and reasons before i buy stuff. i'm poor.

the turbo whines when over 8psi....also it doesn't seem to rev freely...when you give it gas it kind of hesitates then the rpms go up...ngk 6's gapped perfectly...retarded the timing and advanced it..no dice...i haven't checked valve timing...please any ideas...i need to get it running cuase my parents are flipping out cause they told me not to buy it...

Check your plugs, and gap. Replace wires, coils as needed. Check for boost leaks.

im just gonna take it to a shop...it's not that i couldn't fix it it's just after the trip i took to get the fudgin thing im just exhausted and i have no energy to fix this bastid.
