Is it safe to charge a battery with jumper cables when the battery is out of the car?

battery's are not dangerous. it's the operators that 99% of the time make them go boom.

just make sure that the proper cables are on the proper posts.

Grounded how? It's not grounded in the car except via the negative terminal and you have to connect the jumper cables to it and the positive to charge it, so what are you asking about.
