You do on radials since the tire is a lot more solid and transfers the vibrations. Bias slicks are more forgiving and absorb most of it.

Think of a radial tire as solid mounts for our cars and the bias like the stock mounts.

I don't balance the rim or the tires anymore. Always spun balanced mine in the past.

Had a used set of slicks a couple years ago that just wouldn't balance. Broke the tire loose and rotated it etc... I was getting ready to junk them and figured I'd try the "walmart balance bead trick" I used 4.5 ounces of the heavy airsoft pellets per tire. (28x9x15 MT slick). The car was smooth as glass up to 137 or so. Now I do it on all my slicks. Just trapped 147 this weekend with a 29x12x15 slick.

Messy but I would suggest these for pretty much all bias ply tires that have outta round issues. These are great for lifted trucks that run huge bias tires. These trucks can ask for up to 9-13 ounces per side of the wheel sometimes.
