Bad turbo seals? Bad Valve Seals?

Ok my turbo just recently crapped out its the stock 14b. I noticed blueish whitish smoke coming from my exhaust and my oil cap when i take it off.whenever im driving, it doesnt always come out of the exhaust just every once in a while ill notice a big cloud of smoke behind me. Are these the signs of bad turbo seals, valve seals, or piston rings? I did a compression test and it went like this:
1st cylinder-120
2nd cylinder-130
3rd cylinder-140
4th cylinder-140
Any help would be appreciated i need to know what to do. The car has zero power and if i shift at anything above 3000 RPMs it starts pouring out an un godly amount of blue-white smoke. Thanks in advance.
 
If your car is a '97 GST, the stock turbo would be a T25 not a 14B.

I don't think it's your rings. If it has over 100k, there's a good possibility the valve stem seals are leaking. Leaking valve seals will allow oil to run down the stem of the valve then burn and stick to the valve seat, causing a low compression situation. Your car being a '97, your compression numbers should be a little higher than they are.

To confirm leaking valve seals, pull the exhaust manifold and peer into the exhaust ports. The stems of the exhaust valves should not appear wet in any way- if they do, the seals are leaking.

You can change valve seals without removing the head if they have just started leaking, but your low compression tells me that they've probably already affected the valve's sealing ability. The head will need removed and the valves will need to be reground or replaced.
