Bad TPS sensor causing problems?

Could a bad TPS cause the car to have power surges, or make the boost disapear once it hits 15psi of boost? Basicaly the battery died, and since I have been having power surges, and it seems like as soon as the boost gage peaks i get the woo, woo, woo, kind of power surge. Any ideas?

A bad tps will throw a code, is your check engine light on?
