Bad Fuel Pressure Regulator?

My car will randomly die coming to a stop or putting the car in neutral.
Biss is set perfect, no CELs, no vacuum/boost leaks.
I searched and read how to test this (without a pressure gauge)
I pulled of the vacuum line and it has no fuel in it, but the idle did not change at all?
Could this be a bad FPR?

If there is no fuel leaking into the vacuum line, I doubt the fpr is bad. They seem to fail pretty rarely as well.

Well the idle does not change at all, and the diaphragm spins??

Recirc. of course. Car runs amazing other than coming to a stop, or coasting in neutral, sometimes it wont do it for a few hours, sometimes days.

Maybe, havent tested it yet. No cels though. can it fail without throwing a code?
