Bad engine vibration from 3800 to 4500 RPMs

I am having really bad vibration in the engine between 3800 and 4500 RPMs and it sounds like crap as well. It is a 91 TSi and it does it regardless of whether or not there is a load on the engine. I have new plugs and wires and coil pack. I am 99% sure that there is no problem with the balance shaft alignment either. New capacitors in the ECU and all 60k mile maintenance done. Performance does not change through that curve. The car only has 60k miles on it. I can't figure this out. Need some help.

Are your balance shafts removed?If not likely your problem.
Also do you have poly mount?These tend to cause vibrations
These two things together are nasty.
