I've installed several of these types of kits on 1g's without a relay, just plug and play. never had any problems with them. I just drill a hold in the back of the bulb cover to put the wires through and put a grommet in the middle to prevent moisture from getting in. my advice would be to take a little extra time so you don't have wires running all over the place. i can take some pictures if you want.
 
No, you don't need a relay. The headlights already have a relay, so all you gotta do is plug in the bulbs to the socket, then plug in the ballast and power supply to the factory harness and new bulb.
