Automatic seatbelts not working.

On my 91 the automatic seatbelts never worked since I purchased the car. The driver side is in the open position and the passenger side is back.

I checked the fuse under the dash and was guessing the one with the high beams/ icon with the seatbelt symbol but my high beams work. I checked the other 30 amp fuse under the hood on the passenger side labeled belts and that one was ok too.

Also how are they supposed to activate? With the opening and closing of the doors or does the ignition on/off make them close and open?

I didn't notice any other electrical problems, my interior lights all work, radio, lighter, etc.

I can't find any wiring diagrams of this or much of anything on the belts and would appreciate any help.

Do your headlights work? they must other wise you couldnt drive the car, I was literally just looking at trying to make the seatbelts not move your lucky just drag the other one back. I was gonna take the fuse out but it deifntly controles head lights maybe you got lucky and the motor broke?

Still haven't fixed this problem. I don't have any more info on the electical system to figure out how they work exactly. Once again I checked the 30 amp dedicated fuse under the hood, the 10 amp fuse under the dash and visually checked the grounding points by removing the lower panels in the lower back seat area where the motors are. Any other suggestions would be greatly appreciated.
