At TDC why is the #3 intake valves open

I just bought a used engine on ebay and it arrived with some probs,, the exhaust cam gear is bent/cracked, So I am going to take all the newer T-belt items off my bad engine and install on the used engine, so I went to pull the B-shafts and turned the crank to put it at TDC, and noticed no matter how many times I turned it over, when I had the dowel pins on top and the marks lined up, it allways has the #3 piston valves open a little. Is this normal, Could it be out of phase???
