Can you reuse arp rod bolts, or are they stretch type and can only be torqued once? if they can be reused would there be any downfalls to reusing them?

The arp rod bolts are reusable according to their web site. You can use a stretch gauge to torque them. Using a stretch gauge is the more reliable way to get consistent torque on every bolt. But for most applications oil the bolt with the recommended lubricant and torque it to manufactures spec. will be fine.
