Are these 95-96 or 97-99 Headlights

This guy on craigslist is selling these Halos for his friend overseas dirt cheap and doesn't know if they are for a 95-95 or 97-99. I know 95-96 headlights measure 24.5 inches and he said he can't measure the headlights(I'm guessing he's retarded). Is there anybody out there that can eyeball this headlight picture and know for SURE whether they are for 95-96 or 97-99?
