Hello!
Alrighty. I have a few questions for you guys.
I have a 94 2.0L NT Eagle Talon.
I bought it used and it's been jagged up quite a bit.
I posted in another thread and found out that I needed to adjust my BISS and get a new ISC, because I was having idle surge. My throttle gets stuck too. It gets stuck closed and I really have to step on it to get it loose. Is this because of my BISS or my ISC? Or should I just get a new throttle body all together?
Plus, where is the easiest way to get a new ISC? I thought maybe a parted out car?

First, you don't want an aftermarket throttlebody, you just need to fix/possibly replace the one you have.

The throttle sticking issue sounds like the throttle plate is misaligned. If you're handy with mechanical things, you could probably fix this yourself.

As far as the Idle issues, I'd suggest locating another NT throttle body from someone parting out their car, or mitsubishigraveyard and either throwing the entire throttle body on, in which case you don't really need to worry about the above problem, or just swapping over the sensors and idle control ish.

IIRC, the NT 1gs had a larger diameter throttle body that the turbo models don't have so you'd want to find one from a NT.
 
Clean out the throttle body with carb. cleaner. This usually helps to fix throttle plates from sticking by cleaning out the carbon deposits that are left in the TB over time.
